A Level 2 Investigator shall not be a school employee and must have a background, training, and experience in investigating physical and sexual abuse. Additionally, a Level 2 Investigator shall be considered an independent contractor if reimbursed for contracted services.
Captain Tony Knox, Retired, served 33 years with the Des Moines Police Department as a decorated agent. During his tenure he held a multitude of commander positions including within the Division of Criminal Investigations, the Sex Abuse Unit, the Identification Section (Forensic Investigations of Homicides), and as a Narcotics Community Liaison.
Knox also served as the Chief of Police’s Executive Officer as well as the Commander of the Police Academy; to finish out the last three years of his career, Knox led the Office of Professional Standards, commonly known as Internal Investigations.
Captain Knox has attended countless trainings and seminars related to criminal investigations and interviewing techniques including courses taught by the Federal Bureau of Investigation (FBI). Knox is a native of Marshalltown (IA).
Colonel John Stuelke, Retired, served with the Linn County Sheriff’s Office for 38 years, retiring with the rank of Colonel in 2020. He started with the Office in 1982 at the age of 20 and worked his way through the ranks of deputy, sergeant, lieutenant, captain, and chief deputy with the rank of colonel. He also worked in the jail, patrol, civil and administrative divisions.
Colonel Stuelke is a graduate of Upper Iowa University and the 243rd Session of the FBI National Academy in Quantico, Virginia.
John has served as mayor and council member for the City of Center Point, serving a running total of 26 years.
John is married to Lesia, and they have five children and nine grandchildren.
